In order to confirm promotion of the research, formulation, development of the laboratory standards and fully promote the popularization of the achievement of the laboratory SOA areas, establish the Internet Standard Open Laboratory SOA Technology Commission. The SOA Technology Commission is composed by theChina Electronics Standardization Institute and technician recommended by the cooperation units, Technical Committee members include: 1กขA-class, B-class cooperation units and the non-profit organization of the laboratory SOA areas should recommend an technician as the member of the Laboratory SOA Commission. 2กขThe laboratory can recommend the technician of the enterprise as the member of the Technology Commission according to the technology and the investment of the C-class cooperation enterprise. 3กขR&D for the laboratory and the experts of the Chinese Electronic Technology Standard Institute are the members of the Technology Commission. 4กขThe laboratory employ professional intellectual property experts for the SOA Technology Commission as consultants.
SOA Technical Commission set up a secretary, undertaken by the laboratory SOA areas, the secretary responsible for the overall coordination of the SOA Technology Commission and the work of the Conference. 1.Formulate and modify the constitution of the SOA Technology Commission; 2. Consider the academic research direction of the laboratory SOA areas and the development planning; 3. Guide and confirm the tasks of the formulation; 4. Be responsible for the assessment identification of the related achievement of the laboratory areas; 5. Guide the major promotional activities planning of the laboratory research; 6. Guide and participate in the international standardization work of the laboratory. The forth: The obligation 1. Participate in the conference of the Technology Commission; 2. Organize the staff of the enterprise to participate the related work of the laboratory; 3.Conform with the constitution of the Internet Open Laboratory; 4. Be kept confidential on the issues discussed and resolutions at the meeting. The fifth: vote mechanism The SOA Technology Commission discuss the problems in the Functions and powers by the meeting, the results of the meeting is decided by the vote, there are three: the scene secret ballot, vote by show of hands at the scene, off-site fax vote. Which way will be chosen is decided by the secretary. The two-thirds of the vote will be valid. The general problems will be ok if it obtains the approval of the most committee who take part in the meeting, the important matter obtaining the two-thirds of the committees will to become a resolution. To the voting at the meeting, if the members of the Technology commission can not take part, it need to authorize the representative to take part in the meeting in writing, otherwise it will be considered as giving up. The sixth: Communication mechanism The SOA Technology Commission held a plenary meeting at least every quarter, organized by the secretary, if encountering the emergency, the secretary of the SOA Technology Commission exchange with the whole committee by the phone or the emails and make a final decision. The seventh: Exit mechanism Laboratory partners terminate cooperation with the laboratory; the laboratory will terminate their representatives’ members qualifications in the SOA Technology Commission. |
