  In recent years ,as a major one of the hot spots in the field of information technology ,SOA has become the magistral pensee in the construction of IT system. There are many Mainstream software manufacturers at home and abroad who apply themselves to offer the product and resolvent of SOA. But the skimble-scamble standard has become a grievous problem which will become a bottle-neck in the process of advancing the application of SOA.
The current international standard in SOA is published by many international organization for standardization like W3C、OASIS、WS-I、OMG and so on 。each organization has many description for SOA standard .In additional , There is a clash between some standards and duplication. So  it’s difficult for us to choose and adopt a SOA standards

  Currently, there are many mainstream products of SOA at home and abroad which is consistent with the basis of SOA definition to some extent. At the same time they each add some nonstandard realization.
For making the standards of China’s product in SOA and advancing the quality and alternant ability in manipulate of China’s SOA software product and accelerating the application of SOA in each kind of industries, so the Internet Standards Open Lab(ISOL) which was commisioned by the China National Information Technology Standardization Technical Committee (CITS) organized and layouted the reaserch of national standard of the SOA  form 2007. The demand and investigation conference of the SOA national standards will be convened in the YingWu Conference Center of Beijing in March 25, 2008.

  The purpose of the meeting is to introduce the plan of CITS  in the fields of national standards SOA for the domestic industry.At the sametime It wants to  investigate the ralation problem and the researchful request of the main product of SOA  manufacturer the internet applications’ manufacturer, the academy of sciences and the user’s unit. This is conducive to develope and promote materially the SOA national standard based China's conditions. 
This conference invite the interrelated principals of 13 enterprises to take part in which include ShangHai PuYuan Information Technology Ltd ,Chinasoft International Ltd ,ShanDong LangChao Qilu Software Industry Co., Ltd, DongFangtong Technolog Ltd, Institiute of computer technology.chinese academy of sciences, Beihang University (BUAA), BeiJing Realesoft Technology Ltd, ZhongChuang Soft Middleware Ltd, Kingdee Middleware Company Ltd , Huadi Computer Group Company Ltd,WenSi Innovation Software Technology Ltd and Logistics Command College.The conference is emceed by Dr. Ma Nan of ISOL.

  The meeting divided four sections:
  The first part analyses the SOA standards. Firstly, Huiju Song of ISOL introduces the status of International SOA standards, the problem of SOA being in International and domestic. Secondly, he introduced the development of SOA international standards which based on the research results of ISOL-《SOA standards system》 and 13 Class 81 standards which has been published. For the research of SOA standards, Mr Song said, we will focus on the core set of international standards carding based on SOA, and the minimum standards set which SOA implementation is based on that formatted by China's application-oriented industries.

  The second part, the speech by Participants units. Representatives of every units introduced the adoptive status, problem,request of the standard in course of manufacture of SOA product and implement of project .They also make suggestions for the establishment of the national standards. The penman see ,during the introduction time about three hours, each unit talk about the challenge of SOA and the subject of the proposal with their own characteristics, applauding unceasingly with the same view. The follows are some essences of the speech..

  Primeton is the enterprise which participates in the ISO(International Standard Organization) deeply at present, as the only Chinese enterprise of the five original grade members of the OASIS, Primeton deeply participates in the formulation and popularization of the important two standards of SCA(Service Component Architecture) and SDO(Service Data Object).When introducing the situation of the Primeton, Cheng Chaohui, The vice President of Primeton emphasized more times that the work of the international standardization which the Primeton participate in, had brought benign influences to the home and oversea markets.

  Chinasoft International is one of the biggest integrated manufacturers, Han Peng, assistant president on the behalf of Chinasoft ,introduced that SOA had begun to become the integrated manufacturers’ ability , which they must possesses when dealing with the solution and the implement of the projects. The really falling of the SOA Standard needed to combine with the industry application.

  In 2007, Inspur Corporation together with the IBM set up the first Chinese SOA innovation center and has successfully implemented some SOA projects in the tobacco industry. Zhou Heng, Technology Center Director on behalf of Inspur Corporation, suggested that the formulation of the Chinese national standard need synchronize with the international in some open standards, need establish the national security standard, which relates with the SOA, the solution of interoperability container standard as well as the industry standard.

  Tong Tech is the pioneer and leader of the Chinese middleware technology field, has had the massive accumulation and achievement in the research and development of the SOA technology, the standard research and the implement of the project. Zhu LV Wei, the chief architect pointed out that at present the international standard was many and complex, some standard conflicted mutually between the users and the manufacturers, even useless. Regarding of national standard formulation, made sure that it faces the users, found out the standards, which was useful to the users and manufacturers, at the same time enhanced the ability of the interconnection and the intercommunication between the SOA products of the different manufacturers.

  The Institute of Computing Technology of the Chinese Academy of Science has carried out the Chinese service grid research for many years and has great effect on the domestic field. Attending assistant researcher Dr.Yang Dongju suggested that the SOA national standard was not the replacement of the existed W3C/OASIS, but the supplement and improvement, simultaneously put the stress on the business standard, and formulated with the enterprises.
Beijing  University  of Aeronautics and Astronautics  is the university which earliest works on the Web Service research in our country ,has undertaken many projects of the country 863 and other ministries and commissions related with the service, is the leading organization unit of the catalog system of the country E-administration and the exchange system standard ,at the same time has undertaken the Chinese office work of W3C.Mr/Mrs Ma Dianfu, the president of the computer college in the Beijing University of Aeronautics and Astronautics, suggested that our country needed to draw lessons from and analyzed thoroughly the containing and the difference of the existed international standard ,in order to make effective improvement when supporting the application of the significant business， at the same time emphasized that our country put stress on the research and development of software related with the domestically produced SOA when establishing the related standards.

  Realesoft as the company set up by the Senior persons returning from the overseas ，is the domestic specialized provider of the SOA information conformity middleware product and the solution. Dr.Li Yiqiang , the Technology Officer of the Realesoft, pointed out that the formulation of the SOA national standard must make clear which standards were useful, which suited to the home, and let the industry standard implement truly.

  CVIC SE is a middleware research and development unit which the national Development and Planning Commission, the technical department and the information department concentrate to support, is a member of the International standardization Organization OMG at the same time. Zhang Bing, the technical manager of the CVIC SE, pointed out that the present formulation of the Chinese SOA national standard needed to settle three problems: Interoperability question between the SOA platforms of the different manufacturer, the compatibility between the organizations’ standard, the SOA standards lack of the industry application.

  Kingdee is one of the leading manufacturers of the Chinese of the software industry, one of the earliest manufacturers which work on the formulation of the basic platform and has promoted the Chinese first ERP software based on the SOA platform. Zhang Yong, the vice president of the company stressed that the technical accumulation as well as national standard formulation must originate in the demands.

  HuaDi Corporation is one of the biggest system integration manufacturers, participate much work of the national and standard related industry. Zhang Yansheng, Chief Technology Officer, introduced the important part of the SOA, which has been implemented for ten years ,in detail in the conference –digital modeling standard family based on GB/T 19487-2004 in the business modeling and expressed that the Chinese can establish the flow domain standard which closed to the needs of the industry.

  WorkSoft Creative is the Chinese biggest outsourcing service manufacturer and has set up the common research and development center with the Tibco Corporation. Xue Wei, Sales Officer, stressed that the question , which should solve, was clarifying the significance of the standard  was to the profession and the users, at the same time the formulation of the national standard should focus on the standard of the application level.

  The third part: the introduction of the SOA national standard plan. Ms.ISOL Yuan Yuan introduced our country policies related the national standard, the formulation background of the SOA national standard and the states of the SOA national standard which had been planned. She stressed that the formulation goal of the SOA national standard was to accept the international standard positively, to cut out the international standard based on the Chinese application needs, to establish the standard system which suited to the Chinese national condition and the attestation mechanism based on the standard. At the same time, the formulation of SOA national standard will use the innovation pattern to implement, namely based on the standard research results of the ISOL open style, will let the content, which truly conforms to the needs of the market and application, become national standard. In 2008, it will start three standards which are the SOA terminology, the SOA overall specification and the SOA standard guide.
The forth part: the discussion with people in attendance of the meeting. Dr.ISOL Ma Nan explained once more, the formulation of the SOA national standard would combine closely with the practical demands of the industry and profession, would base on the industry standard, would cooperate fully with the users and the manufacturers, would promote the application of the standard and finally would achieve the goal of specifying the whole of the SOA industry, promote the quality of the SOA implement, advance the independent innovation and development of the SOA domestic software industry. Various units approved the formulation of the national standard and the popularization ideas and expresses that they hope to participate in the work of the SOA standardization work of the ISOL.

  The conference has given strong feelings to the author, the first is that the needs of the formulation of the SOA national standard is quiet urgent, the formulation  and releasing of the national standard will has the significant influence on the domestic SOA industry. Second is the standardization consciousness of the Chinese enterprises has already awakened, parts of the enterprises are in the front rank of the innovation and development, start to advance to the international standardization and the international market mainstream in more initiative and more open global perspective. The third is the organization of the Chinese standardization begins to be more open and pay more attention to facing the practical market and the application, the kind of pattern will let the Chinese enterprise have more power to transform the independent technology to the standard, will let the entire industry have more vigor and also will impel the enterprise to promote the independent innovation ability and the construction of the profession informationization.
